That is correct there are bank owned properties out there that have been remodeled and or upgraded by the bank. Most buyers believe that all banked owned properties are distressed and in pretty bad shape. Although the majority are going to need work there are homes that are turn key opportunities which basically means they are move in ready.
Imagine getting a good deal on a house and not having to change paint, carpet/tile or update the kitchen or bathrooms. It's a great situation for first time home buyers looking to get a home and save on money and still have a home that is modern and up to date. It's also a good situation for investors that are looking for an investment property for rental income. The appliances are going to be brand new other than a refrigerator, washer and dryer which will more than likely not be in the home.
Here are some examples of Fannie Mae properties that have been upgraded, doesn't look to bad does it? Brand new tile throughout the home, granite in the kitchen/bathrooms and brand new cabinets. I'd say the Fannie Mae (bank) is catching up with the times and remodeling these homes based on what buyers are interested in purchasing.
